In fact, the security concerns of the EU and the initiation of a foreign policy drawing on human rights in the 90's are not only turned to the PTM, but to all countries and especially countries East. Indeed, the breakup of the Eastern bloc has led to bloody conflicts like ethno-religious (the massacres in Bosnia and Kosovo ...) threatening the security of the Union. This new situation has led the EU to adopt a policy of enlargement to Eastern Europe where human rights (as well as the principles of market economy) are included as preconditions for any negotiations for membership (the Copenhagen criteria): http://2012realitymatrix.blogspot.com
However, if the EU has shown consistency in its policy of promoting human rights vis-à-vis the countries of Eastern Europe, where integration into the community space for the Mediterranean countries the promotion of human rights has become more problematic than ever especially after the September 11 attacks, causing the flood according to some a kind of "fatalism against terrorism."
